Summer Olympics in Beijing Approach; Watch Enews for Crucial Ops Information
The 2008 Summer Olympics will run from 8-24 August in Beijing, China, bringing with them a host of operational considerations for the region. In the coming weeks, Universal Enews will provide information gathered from our subject matter experts and external resources so that subscribers can better plan Olympics trips and regional travel overall.

If your trip has not yet been planned, contact your team as soon as possible.
Slots and Permits
Beijing-Capital International (ZBAA) normally allows only 10 general aviation movements per day. While this is expected to increase during the Olympics, the government has not announced any changes in capacity as yet.
Recommended alternates include:
- Tianjin-Binhai (ZBTJ) - 30 minutes from Beijing by train, 60-90 minutes by car. Will have more availability in accommodations. ZBTJ has 74 dedicated general aviation parking spots.
- Shijiazhuang (ZBSJ) - 20-minute flight from Beijing, two hours by car. Recommended for aircraft parking only. Not recommended for crew rest.
Parking
A total of 89 aircraft parking spots are available at ZBAA. Permits will be issued with the following priority, in descending order:
- Government flights
- Olympic-affiliated flights
- All other flights
Parking and slots are dependent upon landing permission, which will be issued by the CAAC as early as the first week of May. Government invitees and Olympic sponsors will have first priority in parking then the rest of the business flights with local sponsors. Flights without any sponsor in China will have to provide proof of visit (a copy of the Olympics tickets) and meet other additional requirements in landing application. Handling
ZBAA's new general aviation terminal remains under construction, but will be completed and ready to use during the Olympics. Passengers will be transported from aircraft to the GA terminal via airport shuttle–no private vehicles will be allowed.
Complete crew and passenger manifests will be required for CIQ advance clearance 24 hours prior to arrival and departure. This must include numbers of crew and passengers, correct spellings of names as they appear on passports, and the passport number. Discrepancies between lists and documents will result in fines to clients as well as handlers.
Accommodations
Hotels are scarce in Beijing. All five-star hotels are sold out for the Olympics; three- and four-star hotels may have premium pricing or no-refund clauses in place. Minimum stays and full pre-payment may be required.
Ground Transportation
Chinese authorities are allowing a limited number of vehicles onto the street at a time, based upon license plate numbers. Expect significant road delays and advise crew to allow more travel time between the airport and their hotels.

Bolen Joins Senators In Highlighting Need for Aviation System Modernization

"Last week, NBAA President and CEO Ed Bolen joined Senators Max Baucus (D-MT), Charles Grassley (R-IA) and a group of transportation industry leaders in a news conference held to emphasize the need to modernize the nation's transportation systems and outline the provisions of Senate legislation to fund investments in system upgrades. 'We commend Senators Baucus and Grassley for bringing a collaborative approach to working with other members of the Senate to produce a bill that is clearly in the best interests of the United States and everyone who depends on aviation, including general aviation,' Bolen told the assembly gathered in the Dirksen Senate Office Building. 'We're grateful for their hard work and leadership on this issue.'

Federal Judge Orders Santa Monica to Lift Large Aircraft Ban

"Last week, a District Court judge granted the Federal Aviation Administration's (FAA's) request for a temporary restraining order prohibiting the City of Santa Monica from enforcing its ban on large aircraft operations at Santa Monica Municipal Airport (SMO) while the court considers the government's request for a permanent injunction. The order is effective immediately; a hearing on the injunction is scheduled for 15 May. NBAA strongly agrees with the FAA that Santa Monica has neither the authority nor a justification to adopt the ban. 'NBAA and its legal counsel continue to closely monitor legal developments between the city and the FAA,' NBAA President and CEO Ed Bolen said recently. FAA Implements New Turbojet Departure Routes for Charlotte-Area Airports

"With the implementation of the new BOBCAT ONE (BOB1) non-area navigation (RNAV) standard instrument departure (SID) and the revision of the HORNET (HOR) and PANTHER (PAN) SIDs, new turbojet departure routes for Charlotte-area airports were made effective on April 10. Often the greatest impact to aircraft departing Charlotte International (CLT), Concord Regional (JQF), Rowan County (RUQ), Rock Hill-Bryant Field (UZA) and Gastonia Municipal (AKH) airports are for those flights that previously filed HORNET (HOR) SID and the OAKUM or HARAY transitions. These routings have been revised extensively and are now incorporated into the BOBCAT ONE SID. Dulles Airport Construction to Affect General Aviation Parking

"Due to extensive airport taxiway construction at Dulles International Airport (IAD), operators should check notices to airmen for the most current construction activity. In addition, operators inbound to Dulles should contact their fixed base operator (FBO) of choice prior to landing for a parking location assignment, and notify Dulles Ground Control on initial contact on arrival of their FBO-assigned parking area. On departure, operators should hold in their assigned parking spot until advised by Dulles Ground Control that they are cleared to leave that position. DCA Now Has Additional Gateway Airport in Minnesota

"The Transportation Security Administration (TSA) has named St. Paul Downtown Airport-Holman Field (STP) in St. Paul, MN the newest gateway airport for Ronald Reagan Washington National Airport (DCA). The designation allows certain pre-cleared general aviation (GA) operations, including business aircraft, charter flights, and on-demand operations, to fly directly from STP to DCA. Signature Flight Support is the approved fixed base operator for this location. Currently, the TSA allows GA flights that meet criteria of the DCA Access Standard Security Program to land at DCA. Aircraft must arrive from one of 22 gateway airports, including STP and Minneapolis-St. Paul International (MSP), after flightcrews have been vetted and passengers screened. FAA Issues ETOPS Guidance for Part 135 Operators

"The FAA has released an information for operators (InFO) message to provide guidance to Part 135 operators who are attempting to determine the applicability of extended operations (ETOPS) guidance. On 16 January 2007, the FAA published a final rule that broadened ETOPS to include all multi-engine turbine aircraft operated under Part 135. The ETOPS rule is applicable when these aircraft, at approved one-engine inoperative cruise speed, are more than 180 minutes flying time from an airport meeting the requirements for Part 135. There is a mandatory compliance date of 13 August for those Part 135 operators who determine that ETOPS regulations are applicable to their operations. Low / No Fuel Announcements |

- (ALL - Brazil) Brazilian-based customers, or those international operators continuing operations within Brazil, cannot fuel via UVair® card or fuel authorization at domestic airports within Brazil. (Domestic airports do not have on-site customs office, and are classed "not an airport of entry.") If clients must fuel at SBSP, SBNF, SBSR, SBAQ, SBCY, fuel credit may be obtained through the handling agent. Handlers purchase fuel direct from the supplier, pay in local currency, and incur all taxes, duties, and fees as applicable. UVair is then invoiced by the handler in USD; as such, fuel prices will be nearly double the UVair price estimate, since taxes, duties, and fees - plus a 15% administrative fee - will be added. Standard UVair pricing within Brazil includes taxes duties and fees as applicable only to international operations.
- (ALL - Canada) While supply issues have improved at all western Canadian airports, you should still confirm availability before assuming fuel will be given. Fuel is available at Calgary (CYYC), Edmonton- International Airport (CYEG), Edmonton-Blatchford Field (CYXD), Grande Prairie (CYQU), Fort McMurray (CYMM), Yellowknife (CYZF), Saskatoon (CYXE), Regina (CYQR), and Winnipeg (CYWG).
- (ALL - France) All aircraft must present a valid Aircraft Operator Certificate (AOC) as proof of exemption prior to fueling, or be subject to VAT of 19.6 percent.
- (CYYR) Goose Bay, Canada - Irving Oil recommends that all heavy aircraft operators temporarily divert to Gander (CYQX) through 1 June due to an unusually high demand for fuel. Once re-supply resumes in June, heavy aircraft operators can return as normal.
- (DABB) Annaba, Algeria has no fuel available through 31 May.
- (EIDW) Dublin - Authorization to fuel with passengers on board must be requested on day of arrival. If permission is given, an overseer with vehicle must standby until fueling is complete to ensure passengers can evacuate in case of an emergency.
- (FAJS) Johannesburg, South Africa has an unreliable fuel supply. Advise fuel volume requirements on your fuel request and confirm availability.
- (FGSL) Malabo - no takeoffs or landings allowed between 1000 and 1800 LT daily; fuel will be given as normal without restrictions.
- (FKKR) Garoua, Cameroon has a limited fuel supply. Advise requirements on your fuel request and confirm availability.
- (FZQA) Lubumbashi, Democratic Republic of the Congo is experiencing a fuel shortage. Tanker or divert if possible and if necessary, confirm that fuel will be given.
- (FZWA) Mbuji-Mayi, Democratic Republic of the Congo has no fuel available until further notice.
- (GBYD) Banjul, Gambia has no fuel available until further notice.
- (HLKF) Kufrah, Libya - only national and VIP flights will be fueled. No fuel will be provided to flights departing for out-of-country destinations.
- (HTZA) Zanzibar Island, Tanzania has an unreliable fuel supply. Advise fuel volume requirements on your fuel request and confirm availability.
- (LEVC) Valencia, Spain - all fuel operators will be charged an additional fee, estimated at $35 USD, for fueling at the south aircraft parking zone.
- (LFMN) Nice - expect fuel supply problems late this weekend and early next week as Monday, 12 May, is a bank holiday. Fuel will not be restocked until sometime Tuesday, 13 May.
- (MGGT) Guatemala City - limited fuel supplies and a transportation strike is making fueling difficult. Plan to tanker or fuel elsewhere until the situation improves.
- (OMDB) Dubai, United Arab Emirates - expect lengthy fueling delays due to the logistics of transporting fuel at a large airport, and that commercial operators always take first priority. Fueling on arrival is recommended. Request that handler direct the fuel truck and driver to stand by at parking position to minimize delays.
- Scotland and Northern Ireland - fuel supply has returned to normal.
- (SLCO) Cobija, Bolivia has no fuel available through 2200Z on 9 May.
- (UTTT) Tashkent, Uzbekistan has no fuel available through 15 May.

- (ALL - China) Significant considerations for permits, aircraft, crew, passengers, ground support, and ground transportation will be required around the Summer Olympics, to be held from 8-20 August in Beijing. See the News section for additional information.
- (ALL - Hong Kong) Due to public holiday, CAA will be closed 9-13 May. Submit permits and plan accordingly for obtaining confirmation.
- (ALL - Israel) Due to a high volume of traffic expected throughout May, expect delays in obtaining landing permits. Submit permits and plan accordingly for obtaining confirmation.

"The Department of State has authorized the departure from Burma of non-emergency American citizen employees of U.S. Embassy Rangoon and eligible family members. American citizens in cyclone-affected areas should strongly consider departing Burma on commercially available flights. American citizens outside of Burma should defer non-essential travel to Burma at this time.
"On 2 May, Cyclone Nargis hit Burma near the lower Irrawaddy Delta region with winds of 120 to 150 mph. The storm traveled inland in an east-northeast direction and hit Rangoon later the same day. Authorities have reported over 10,000 deaths as of 5 May. Information on the situation outside Rangoon is limited at this time. Authorities have indicated that many villages in the southwest part of the delta region have been largely decimated.
"The cyclone also caused widespread damage in Rangoon. Trees and power lines were torn down and rain caused flooding in many areas. Many telecommunications lines were cut. Buildings have been badly damaged throughout the city, and significant numbers of people have been left without adequate shelter. Electricity in Rangoon could take weeks to restore. Water supplies have also been disrupted, which could give rise to health problems. Many roads remain impassable due to flooding or fallen trees and debris.
"On 5 May, the Rangoon International Airport reopened for international commercial flights. American citizens in cyclone-affected areas should strongly consider departing Burma on commercially available flights. American citizens outside of Burma should defer non-essential travel to Burma at this time. Fuel shortages have been reported, and some incidents of looting have been observed. U.S. Embassy personnel and their families have been advised to avoid traveling at night.
"U.S. citizens in Burma are encouraged to register with the Department of State or the U.S. Embassy. Registration can be done on-line through the State Department’s travel registration Web site https://travelregistration.state.gov/ibrs/, or via the Embassy’s Web site http://burma.usembassy.gov/. Americans in Burma unable to access the Internet are welcome to register in person or by telephone. Also, the Embassy may be able to provide limited e-mail usage this week at the Embassy to American citizens seeking to inform family members of their safety and welfare; please ask the Consular Section for more information. "Nepal continues to experience sporadic incidents of terrorism and politically-motivated violence in major urban areas. In the run-up to Constituent Assembly elections on 10 April, bombings occurred in various locations around the country, including four bombings in the capital, Kathmandu, on 4 April, in which no one was injured. In September 2007, near-simultaneous blasts at three locations in Kathmandu killed three persons and injured scores of commuters and bystanders, many of them seriously. Nepalese police believe that the Improvised Explosive Devices were planted intentionally where people congregate, and in a moving microbus carrying passengers. American citizens are reminded to remain on high alert, avoid public transportation (including travel by microbus), and be cautious of unattended baggage in public places, including airports, and bus depots.
"While widespread protests have abated, the potential for demonstrations and disruptions remains high. During demonstrations, protestors have used violence, including burning vehicles, throwing rocks, and burning tires to block traffic. Given the nature, intensity and unpredictability of disturbances, American citizens are urged to exercise special caution during times when demonstrations are announced, avoid areas where demonstrations are occurring or crowds are forming, avoid road travel, and maintain a low profile. Curfews can be announced with little or no advance notice, and American citizens are urged to consult media sources and the Embassy's Web site, http://nepal.usembassy.gov/ for current security information.
"Almost all U.S. official travel outside the Kathmandu Valley, including by air, requires specific clearance by the U.S. Embassy’s Regional Security Officer. As a result, emergency assistance to U.S. citizens may be limited. Active duty U.S. military and Department of Defense contractors must obtain a country clearance for official and unofficial travel to Nepal.
"Americans living or traveling in Nepal are encouraged to register with the U.S. Embassy through the State Department's travel registration Web site. The tiny port nation of Djibouti, a key U.S. ally in the Horn of Africa, has urged the U.N. Security Council to take immediate action to prevent a conflict with its northern neighbor Eritrea. In a letter to the council president circulated Tuesday, Djibouti's Foreign Minister Mahmoud Ali Youssouf said Eritrea has launched a major military buildup on their border overlooking critical Red Sea shipping lanes. "We call on the council to deploy urgently all necessary measures toward preventing yet another conflict, under any guise, in a region long ravaged by mayhem, bloodshed and destruction," Youssouf said. Djibouti suspects the motivation behind Eritrea's deployment is the strategic location and panoramic view of the critical Red Sea shipping lanes from the border.

There is one tropical system at this time. T.S. Rammasun is 1,000 miles southeast of Okinawa moving north at 05 knots with sustained winds of 40 knots.
VOLCANOES
Etna, Italy has an ash cloud from 11,000 to 7,000 feet moving toward the south at 10 knots. Chaiten, Chile has an ash cloud from 35,000 feet to the surface moving toward the northeast at 40 knots. Rabaul, New Britain, SW Pacific has an ash cloud from 10,000 feet to the surface moving toward the southeast at 10 knots. Kilauea, Hawaii has an ash cloud from 8,000 feet to the surface moving toward the southwest at 10 knots.
NORTH AMERICA
A cold front over the Ohio Valley will bring rainshowers and thunderstorms to the region. A cold front over the northern Plains will produce rainshowers and thunderstorms across the area. A cold front over the Canadian Maritimes will bring rainshowers across the region.
ATLANTIC/EUROPE
A frontal system over the northwest Atlantic will bring rain and thunderstorms to the area. A cold front approaching Iceland will bring drizzle and fog to the region. High pressure over central Europe and Scandinavia will lead to overnight fog development. A trough of low pressure over Spain will bring rain and a thunderstorm or two to the area.
ASIA
A frontal system over western Russia will produce rain, freezing rain, and snow along with occasional moderate low- level turbulence. Another storm system over eastern Russia will produce more rain and snow while high pressure will result in fog over the central portion.
SE ASIA/PACIFIC
Isolated thunderstorms are likely over northern India and southeastern China, mainly during the afternoon and evening. Low pressure east of Japan will produce rainshowers, isolated thunderstorms, and moderate low-level turbulence. Patchy morning fog is likely over portions of central and eastern China. A frontal system east of Japan will produce isolated thunderstorms along with moderate low-level turbulence. Another frontal system over the central North Pacific will produce rainshowers and thunderstorms, along with moderate low-level turbulence.
SOUTH AMERICA
Thunderstorms are expected across nearly all of central and northern South America, especially during the afternoon and evening. The tail end of a cold front will bring thunderstorms to southeastern Brazil. A strong cold over southern Argentina and Chile will bring rain and moderate turbulence to the area.
AFRICA
Clusters of thunderstorms will continue mainly over the central and southern portion of the continent. Patchy morning fog is likely along portions of the Ivory Coast.
AUSTRALIA/SOUTH PACIFIC
Patchy late night and early morning fog is likely along the southeast coast of Australia. Isolated thunderstorms will impact the extreme eastern portion of the continent in association with a weak area of low pressure. Low pressure approaching New Zealand will produce thunderstorms and rainshowers along with gusty winds and moderate low-level turbulence.
